A disclaimer is added because your question landed in a category the operator treats as risky: health, law, money, safety. The trigger is the category, not the specifics of what you asked, which is why the same disclaimer appears whether the question is delicate or trivial.

The sentence about consulting a qualified professional is not addressed to you. It is addressed to a hypothetical reader who might act badly on the answer, and it is placed there for the operator rather than for the person reading.

Categories, not questions

Classification happens before the answer is written, and it works on the subject area. Ask what a common medicine is usually taken for and ask whether to double your own dose, and both land in health. The first question needs no disclaimer and gets one anyway, because the category was matched rather than the intent.

The cost is paid by the reader

A disclaimer occupies the most valuable position in the reply, which is the beginning. It also sets a tone that the rest of the answer follows, so the paragraph after a disclaimer tends to be more cautious than the same paragraph would be without one. The operator pays nothing for it and the reader pays attention for it.
